Analysis of the costs of growth began with Santa Cruz County's Adopted Budgets for Fiscal Years 1996-97, 1997-98, and 1998-99. The county puts a lot of effort into making these budget reports useful. The Arizona Department of Revenue's 1992 map of Tax Area Codes, Santa Cruz County (Preliminary) was also essential.

The building data used in this plan come from the Santa Cruz County Building Department. The department publishes an annual summary, but that document does not provide separate data for NE Santa Cruz County. Each permit since 1994 had to be individually reviewed to document building activity for this plan.
An interesting source of information on the changing West (and the source of a quotation on page 2) is the Atlas of the New West published by the Center of the American West at the University of Colorado in 1997.
