  1. The Plan as a Positive Influence in Community Life

    This draft of a Comprehensive Plan for Northeast Santa Cruz County is the result of a process of research and civic discussion begun in 1996. In April 2000 a first draft was made public and responses from the citizens of the Sonoita-Elgin area were sought. Careful consideration of the responses that were given and of changes in the natures and policies of our partnerships has occupied the Board of SCCF at monthly meetings. Occasional larger meetings were called to allow further commentary and to hear from leading county officers.

    This second draft of the Comprehensive Plan will now be subjected to further commentary so that the final document to be presented to the Commissioners of Santa Cruz County for approval and incorporation into the county-wide master plan mandated by the State of Arizona's Growing Smarter program can be truly said to represent the views of the citizens of NE Santa Cruz County. Toward that end, three public meetings will be held during February and March 2002 in service of inviting and incorporating public comment on this document.

    The process that gave birth to this document and the community discussions that resulted in its principles and language have energized this community, called us into active concern for our future, and helped us to achieve the best of American democratic enterprise.

  2. The Development Code

    A Comprehensive Plan for NE Santa Cruz County will fulfil its ambitions only when appropriate county ordinances and regulations have been put into effect by the Santa Cruz County Commissioners. The SCCF board, with the professional guidance of Lee Nellis, has drawn up such a code of ordinances and regulations and presents it to the Commissioners for their consideration when implementing the new county-wide master plan for 2002 and thereafter.

    The Development Code has its foundations in the implementation strategies for each policy in Part II of A Comprehensive Plan for NE Santa Cruz County. The Development Code addresses immediate implementation of the policies. A draft of the Development Code is therefore included as Part III of the Comprehensive Plan.
